No way they are dropping any of the carve outs.

As silcnlayc pointed out Horse Racing is for the blue bloods and no politico with a single brain cell is going to touch it.

BINGO is protected by the Natives and their treaties with the federal government. Of course, the US Federal Government does not seem to care much about keeping treaties these days.... so maybe... but I really doubt it.

The State lotteries fund the State's general fund (schools and roads), most states that have the lottery totally depend on the income from the lottery to fund their state budgets. The States would never allow the feds to outlaw one of their main sources of income.
